Outreach News - 04/25/11

1. On Tuesday, April 26, 2011, the Federal Communication Commission’s (FCC) Wireless Telecommunications Bureau (WTB) will hold a workshop on the interoperability of customer mobile equipment across commercial spectrum blocks in the 700 MHz Band. This event will focus on exploring solutions for promoting the development and availability of equipment for the 700 MHz band. In addition, the workshop will discuss providers’ technology choices for the 700 MHz band, including the planned deployment of Long Term Evolution (LTE) technology by certain providers, and how these technology choices can affect equipment availability, competition, and roaming. These are important issues for public safety as first responders will need to roam to commercial spectrum as the public safety network is being constructed and during periods in which capacity requirements demand the use of commercial spectrum. 2. On a personal note, Christine Butts, a friend and supporter of the National Public Safety Telecommunications Council, passed away Wednesday, April 20, 2011. She was an active member of her church and volunteered with Meals on Wheels. Born in Syracuse, NY she was the daughter of the late George Brick, and is survived by her mother, Elizabeth Brick; her husband, David C. Butts, III; daughters, Sandra Lamb Dawkins and Michelle Lamb Lester; and sister Marilyn Brick Ward. Memorials may be made to Mt. Hermon Lutheran Church, 3011 Leaphart Rd., West Columbia, SC 29169.

Outreach News - 04/19/11

1. NPSTC has been advised that the FCC will be mailing letters to licensees that have not updated the ULS with narrowband emissions required in the future. Please check your address and contact information in ULS and update as necessary.

2. The FCC has issued testing authority to LightSquared to test their system during certain dates and times in the Baltimore, MD and Reston, VA areas. A copy of the STA is attached. United States Senators Roberts and Nelson have also issued a letter regarding the LightSquared system (please see attached).

3. FEDERAL COMMUNICATIONS COMMISSION ANNOUNCES FORUM ON EARTHQUAKE COMMUNICATIONS PREPAREDNESS

Washington, DC—The Public Safety and Homeland Security Bureau (PSHSB) of the Federal Communications Commission (FCC) will host an Earthquake Communications Preparedness Forum on May 3, 2011, from 9:00 a.m. to 1:00 p.m. The forum will be held in the Commission Meeting Room at FCC Headquarters, located at 445 12th Street, SW, Room TW-C305, Washington, DC 20554.

Catastrophic natural disasters such as hurricanes and earthquakes are large-scale emergencies that may affect substantial portions of the public and can have a significant impact on critical national infrastructure, including communications networks and services. This Forum will consider the preparations that should be made in advance of an earthquake and how to develop and implement national communications policies and emergency procedures to respond to an earthquake’s potential impact on communications networks and services. This Forum will highlight those practices that best prepare the public and the communications sector for a catastrophic earthquake.

Panel 1 (panelists noted below) will discuss what can be expected from a large-scale earthquake and preparations to respond to an event of this nature. Panel 2 (panelists noted below) will explore the national policies, provider services and response capabilities that ensure first responders and the public have access to essential communications services in the wake of large–scale disasters. In addition, FCC subject matter experts will discuss their observations of Japan’s response to its historic earthquake as it relates to emergency communications.

The workshop will be open to the public; however, registration will be limited to the seating available. Those individuals who are interested in attending the forum may pre-register online at http://www.fcc.gov/pshs/event-registration.html. Those who pre-register will be asked to provide their name, title, organization affiliation, and contact information. 1. The FCC has issued an Order on Reconsideration that addresses three petitions for reconsideration of an Order by the Wireless Telecommunications Bureau and the Public Safety and Homeland Security Bureau (the Bureaus).1 The Order granted a request filed by (ReconRobotics) for a waiver of the Commission’s Part 90 rules to permit certification and use of the Recon Scout, a remote-controlled, maneuverable surveillance robot operating in the 420-450 MHz band.

3. On a personal note, I was very sorry to learn that Art McDole, longtime California public safety communications pioneer, has passed away. I had the pleasure of last seeing Art at the Northern California APCO in June and at National APCO in Houston. He was an avid reader of Outreach News and shared with me the importance of keeping the public safety community aware of the many changes in our world. Besides being an unmatched source of radio knowledge, Art was ultimately a true gentleman and friend to all. A posting from California is below with links to learn more about this remarkable person.

Sad news from California. Art McDole suffered a stroke while attending a Monterey County Peace Officers Association dinner in Salinas on March 16th. Word from friends is that Art passed away around 1330 hrs. PDT Wednesday, April 13, 2011. He was 93.

Those who have had the pleasure of meeting Art knew he was one of the few people who could link public safety communications across generations, tying the past, present, and future together. Art remained very active in frequency coordination, spectrum management, interoperability, and many other initiatives, both in Northern California and nationally.

Everything you hear in this hobby today, at some level, has been shaped by Art.

His insight and words of counsel will be sorely missed.

2. Department of Homeland Security Office of Emergency Communications Releases “A Practical Guide to Narrowbanding”

To assist the Nation’s public safety community and government officials in meeting the narrowband mandate, the US Department of Homeland Security’s (DHS) Office of Emergency Communications (OEC) has released a guidance document entitled, "A Practical Guide to Narrowbanding.” Designed to provide best practices and recommendations for overcoming the most common challenges agencies may experience when transitioning to narrowband, “A Practical Guide to Narrowbanding” specifically contains the following:

· Step-by-step guide to assist affected VHF and UHF licensees, including recommendations for internal processes ranging from budget considerations to inventory of radio equipment, as well as external processes from coordinating with neighboring jurisdictions to ensuring FCC mandates for licenses and modifications are met

· State case studies that illustrate lessons learned by emergency response communities during the narrowband transition

· Customizable letter template to assist States in raising awareness of the narrowband transition among local stakeholders, and provide background information about the narrowbanding decision
