1. The following announcement from the FCC is among the most important issues for public safety communications. In the announcement the Public Safety and Homeland Security Bureau seeks information that potentially affects the availability of the 700 MHz voice channels, including the 32 nationwide 700 MHz interoperability channels, in the future. This is a particularly critical issue and everyone in public safety should very carefully review this Public Notice and consider the issues about which information is sought. As mentioned in the Public Notice, feedback from Regional Planning Committees and the states is particularly important.

1. Attached is the Department of Homeland Security’s Office of Emergency Communications (OEC) new publication, the Emergency Communications Forum (ECF). What is the ECF? Formerly the Emergency Communications Quarterly, the ECF is the latest evolution of OEC’s stakeholder outreach efforts. The ECF engages and informs emergency responders; policy makers; and Federal, State, local, and tribal officials about issues and events that directly affect everyday nationwide emergency communications. The launch of the ECF has been guided by stakeholder feedback and is an effort to provide timely and relevant content. As OEC prepares for future editions please let them know what you think along the way at OEC@hq.dhs.gov.

Outreach News 9/24/2010

1. The Federal Communications Commission took action to help strengthen and improve the ability of Public Safety Answering Points (PSAPs, or 9-1-1 call centers) to quickly locate wireless 9-1-1 callers and dispatch emergency responders to assist them during emergencies. The Commission has unanimously adopted a Second Report and Order that requires wireless carriers to meet the Commission’s wireless location accuracy requirements in more numerous and geographically smaller areas. As a result, wireless 9-1-1 location information will be reported to PSAPs more accurately in many areas throughout the country. The Order requires wireless carriers to provide reliability data on each 9-1-1 call upon the request of a PSAP, which will improve the ability of public safety personnel to assess the accuracy of location information. Most importantly, the Commission’s actions today will help save lives by enabling emergency response personnel in many places to reach people who call 9-1-1 from mobile devices sooner.

The Commission also unanimously adopted a Further Notice of Proposed Rulemaking (FNPRM) and Notice of Inquiry (NOI), as recommended in the National Broadband Plan, that explores how to further improve the location capability of 9-1-1 and E9-1-1 services for existing and new voice communications technologies, including new broadband technologies associated with the deployment of Next Generation 9-1-1 (NG 9-1-1) networks.

3. The Federal Communications Commission today took steps to free up vacant airwaves between TV channels -- called “white spaces” -- to unleash a host of new technologies, such as “super Wi-Fi,” and myriad other diverse applications. This is the first significant block of spectrum made available for unlicensed use in more than 20 years. The Commission is also taking steps to ensure that incumbent services are protected from interference from the use of white spaces in various ways. In particular, today’s Order reserves two vacant UHF channels for wireless microphones and other low power auxiliary service devices in all areas of the country. It also maintains a reasonable separation distance between TV White Space device and wireless microphone usage permitted to be registered in the database

2. PUBLIC SAFETY AND HOMELAND SECURITY BUREAU TO HOLD WORKSHOP/WEBINAR ON CONTRABAND CELL PHONE USE IN PRISONS
The Federal Communications Commission’s (FCC’s) Public Safety and Homeland Security Bureau (Bureau) today announced it will hold a workshop/webinar to discuss methods for combating the use of contraband cell phones in prisons. The workshop/webinar will be conducted in partnership with the National Institute of Justice and the Association of State Correctional Administrators. The event will be held on Thursday, September 30, 2010 from 1:00 p.m. - 3:00 p.m. ET in the Commission Meeting Room (TW-C305).

The use of cell phones by prisoners to carry out criminal enterprises is a significant problem and demands effective and prompt remedies. This workshop/webinar will discuss technologies currently available and in use to combat contraband cell phone use in prisons, as well as the legal constraints and policy concerns relating to cell jamming and other interfering technologies. Discussion will focus on available technologies and ensuring that they are operated in accordance with the law and without jeopardizing public safety or the lawful use of cell phones by the public, including calls to 9-1-1. The session will also address possible solutions, including previous tests and pilots, as well as a discussion of a recently deployed managed access system. A detailed agenda will be made available in the near future.

This event is designed to encourage public interaction, whether through in-person attendance or via the web. The workshop/webinar will be open to the public; however, in-person admittance will be limited to the seating available. Those who pre-register will be asked to provide their name, title, organization affiliation, and contact information. 1. Each year NPSTC presents an award to one individual in public safety communications who has demonstrated the highest levels of personal and professional conduct and performance in the local, state, and national public safety communications arena. The award was named to honor the achievements of Richard DeMello, one of the founding fathers of NPSTC. NPSTC is grateful to the Radio Club of America (RCA) who hosts and coordinates the presentation of the award. This year the award will be presented in New York City at the Park Central Hotel on November 20th at the RCA awards banquet. NPSTC is also grateful to past sponsors who have supported the Richard DeMello award winners: Jack Daniels Company, EADS North America, Motorola, Douglas Sharp K2AD, and Ericsson, as well as members of the Radio Club of America. In preparation for the 2010 presentation, the RCA is seeking sponsors to provide assistance for the award recipient's travel expenses to the award banquet. Federal Communications Commission Chairman Julius Genachowski and Managing Director Steven VanRoekel announced a suite of new tools designed to unlock FCC data and drive innovation across the public and private sectors. The suite of tools released by the FCC includes a number of APIs (Application Programming Interface) -- interfaces that enable communication between independent databases -- for use by developers across a broad range of industries, including federal, state, and local government. The FCC also announced the creation of a developer community (http://www.fcc.gov/developer) designed to help drive future releases through feedback and collaboration.

The U.S. Department of Justice Office of Community Oriented Policing Services (COPS), along with the U.S. Department of Homeland Security and U.S. Department of Commerce, hosted the National Forum on Public Safety Broadband Needs, held in Washington, D.C., August 19-20,2010. The forum was attended by 2l active public safety practitioners on behalf of l5 of the original 700MHz waiver applicants and represent a cross-section of urban, state, rural, and tribal public safety practitioners (law enforcement, fire, and emergency medical services) from around the country. The forum was designed to convene key participants from the public safety practitioner community to help identify, discuss, and develop solutions and recommendations that will help accurately reflect public safety's operational and business requirements for a national public safety broadband network. The participants also helped define public safety's meaning of terms such as "public safety broadband," "emergency" in the context of public safety broadband, and the public safety operational requirements for the National Public Safety Broadband Network.
