Wireless Microphones

Under a new FCC rule, anyone who uses a wireless microphone that operates in the 700 MHz Band must stop operating their wireless microphone no later than June 12, 2010. All users of 700 MHz Band wireless microphones (and similar devices) - including theaters, churches, schools, conference centers, theme parks, and musicians -- will need to retune (where possible) or replace their wireless microphone equipment with other microphone devices no later than June 12, 2010. This action helps complete an important component of the DTV Transition by clearing the 700 MHz band to enable the rollout of communications services for public safety and the deployment of next generation 4G wireless devices for consumers.

FCC Emergency Response Interoperability Center and Sprint Nextel Petition for Waiver

1. FEDERAL COMMUNICATIONS COMMISSION TO HOLD PUBLIC FORUM ON PROPOSAL TO CREATE AN EMERGENCY RESPONSE INTEROPERABILITY CENTER

Washington, D.C. – The Federal Communications Commission’s (FCC’s) Public Safety and Homeland Security Bureau (Bureau) today announced it will hold a public forum to discuss the creation of an emergency response interoperability center for public safety broadband communications on Wednesday, February 10, 2010, from 2:00 p.m. - 4:00 p.m. in the Commission Meeting Room (TW-C305).

The Bureau is holding this public forum in response to public comments the Commission received as part of the National Broadband Plan proceedings which identified the need for enhanced coordination and cooperation among public safety entities to achieve broadband interoperability and operability. The forum will examine ways in which this could be achieved, including the creation of an emergency response interoperability center to develop common standards and to provide interoperability and operating procedures for the public safety licensee authorized to construct, operate and use the nationwide wireless broadband network.

The forum will solicit ideas and comments from interested parties on these topics. Discussions will focus on how the interoperability center should be structured, what its role should be and how it can accomplish critical tasks such as establishing a public safety interoperability profile, interoperability standards, authentication, encryption, roaming, priority access, application uses and interconnectivity. The forum will also focus on the role an emergency response interoperability center would play in establishing a national framework for gateway functionality and interface capabilities, as well as a national framework for interconnectivity and compatibility of user networks.

The forum will also address how an interoperability center could help in resolving interoperability-related disputes between public safety entities, establishing standards for commercial providers to expand public safety’s access to broadband services across the nation, and ensuring that grant funds are utilized efficiently.

The forum will be open to the public; admittance however will be limited to the seating available. 2. Sprint Nextel has petitioned the Commission to waive its rules and permit the carrier to continue operations in the interleaved band in certain areas beyond March 31, 2010. The Sprint-Nextel petition is attached.

Capitol Monitor

Attached is a newsletter describing the new Prince George’s 700 MHz system (and inferentially Loudoun and Stafford counties as well), the proposed U.S. Capitol Police, and the Virginia STARS networks. RCC provides consulting services for Prince George’s, Stafford, and the State of Maryland.

One issue that we underestimated in Prince George’s was the negative reaction of the local press/monitoring community to the use of TDMA. Because no scanners can monitor Motorola’s X2 TDMA system or the forth-coming P25 Phase II technology, these very vocal members of the press and scanning community are not proponents of TDMA. When Prince George’s held its press conference in December, this was one of the major issues raised by the press including the Washington Post.

I have attached the newsletter as (FYI) background should there be an implementation of TDMA with one of your systems. Some thought should be included in the planning process relative to the ability of the press to monitor TDMA communications. This remains an open issue in Prince George’s as the press can still monitor the six basic patrol zones and Fire/EMS as traffic is being simulcast on both the new 700 MHz TDMA talkgroups as well as the legacy conventional analog channels. CID, Narcotics, and other specialized investigators have migrated to the new system with encrypted radios. Hopefully, all law enforcement cars in the County (+/- 1,500) will be converted with new APX7500 mobile radios by late spring.

FCC AFFIRMS WAIVER FOR WHOLE BODY SCANNING IMAGING SYSTEM USED FOR THE DETECTION OF WEAPONS OR EXPLOSIVES. The Commission affirmed a rule waiver to market and operate L-3 Communications SafeView devices.
